This is to avoid email overload. For example, if a member receives 5 DMs in a 2 minute window, they should only receive 1 email for this. It doesn't need to be an aggregated email - it will just be a notification email about the first message and then there will be no notifications for any messages that are sent from that member in the following 5 minutes. Note that this rule does not apply to other on-platform activity (e.g. comments on posts, mentions, etc) and it doesn't apply to receiving multiple messages from multiple people in a short window. It only applies to receiving multiple messages from a single user in a short window. e.g. if i receive 2 messages from mark in short succession and 3 messages from sarah during the same window, i should receive 2 emails: One about the first message from mark and one about the first message from sarah.
