Numerical ordering to resource sections and resource tiles

Adding “01” at the start of a resource section name will push it to the top of the page. Adding a “01” at the start of a resource tile name will push it to the left. This is important for The Lens. Note that this needs to also account for decimal numbers (e.g. 01.1, 01.2, 01.21, 01.22, 01.3…) and not just integer.
