Refining moderator permissions on Clusters

- If I create a cluster, I’m automatically the moderator. If person X then follows the cluster and I (the moderator) click on ‘manage people’, it shows me under ‘moderators’ and person X under ‘followers’.

However, if I upgrade person X to a moderator, their name appears under both ‘moderators’ and ‘followers’. There’s an inconsistency here. Either we make it so that if a member is under the ‘moderator’ list, they are automatically excluded from the ‘follower’ list or if a member is under the ‘moderator’ list, they are automatically included in the follower list.
