Replacing read&write ‘change owner’ feature on admin to read-only ‘view moderators’ feature

The feature to change cluster or group ‘Owner’ on admin currently doesn’t work. It logs the change on admin but doesn’t reflect the change on the platform. This is perhaps a misalignment caused by the introduction of multiple group moderators a few months ago? I don’t think we should be able to influence moderation via admin so I think we should remove the ‘change owner’ and replace it with a read-only list of all of the group/cluster moderators in that group/cluster.

This currently only shows an individual 'group owner'. Is it possible to show all of the 'Group Moderators' in admin view? There shouldn't be any difference in powers between someone who initially created a group and someone who is given moderator permissions at a later stage.
